    30215 QLD - COURSE IN GENERAL SAFETY INDUCTION
    (Construction Industry)

    Commonly known as a Queensland "Blue Card" Induction.

    The 30215 QLD - Course In General Safety Induction (Construction Industry) is an induction course designed as a preparatory program prior to commencement of Construction Work in compliance with statutory requirements of the Queensland Workplace Health & Safety Act 1995.

    The course includes basic Risk Management concepts, Safe Work Practices and an insight into Workplace Health and Safety legislation and Common Law.
    After completing the course participants will have knowledge in -

    • Hazard Identification
    • Risk Management
    • Construction Safety Plans
    • Work Method Statements for High Risk Construction Activities
    • Material Safety Data Sheets
    • Emergency Procedures
    • Fire Fighting Equipment
    • Hazard and Incident Reporting and Recording
    • Roles, Rights and Obligations under Workplace Health and Safety Legislation
    • Duty of Care under Common Law

    Workers, Employers, and Self-Employed People undertaking Construction Work in Queensland, other than the REPAIR of fixed plant, ships and submarines, must hold either a -

    • 30215 QLD "Blue Card" or Statement of Attainment for it issued by a registered training organisation (RTO); or a
    • Foundation for Safety Construction Industry Induction Training Agreement (Red Card) issued in Victoria; or a
    • Work Cover Construction Induction Certificate for the Construction Industry issued in New South Wales (White Card - note NSW Green Cards have expired).

    You MUST complete the induction BEFORE starting construction work as there is no provision under the legislation to complete it after commencement.
    Failure to hold or cite 30215 QLD General Induction Evidence can result in penalties up to $2,250 per infringement to principal contractors, employers, self-employed people, and workers.

    On 1st January 2006 the definition of "Construction Work" was expanded in line with national standards.

    This means that people undertaking the additional types of work covered by the new definition, including but not limited to fit-outs, renovations, repairs (including plumbing, carpentry, electrical, communications, mechanical, boiler making, fitting etc), installation of floor coverings, painting, shop fitting, plastering, floor and wall tiling, and refurbishment, regardless of whether structural alteration is involved, must complete the induction.

    As a result of this expanded definition more workers, employers and self-employed people are now required to hold a "Blue Card" if they perform any of these tasks.  This is particularly the case for some "repair" work which was traditionally considered to be maintenance work and is now classified as construction work.

    TO DETERMINE IF WORK IS CONSTRUCTION WORK OR NOT YOU CAN FOLLOW THE PROCESS BELOW -

    Apply the definition of a Prescribed Activity to the work - Asbestos Removal Work or Demolition Work - if the work is a prescribed activity it is construction work.

    For other work "Construction Work" is an activity on a "Structure". Therefore any interpretation of "construction work" starts with the definition of a "structure" and is a two step process. Look at ‘structure’ first and then the type of ‘work’ to be applied to it.

    THE DEFINITION OF CONSTRUCTION WORK is -

    (A) Work to erect, construct, extend, alter, convert, fit-out, commission, renovate, repair, refurbish, disassemble or decommission a structure, or part of a structure; or

    (B) Work connected with site preparation, excavation and landscaping for work mentioned in paragraph (A); or

    (C) The assembly or installation of prefabricated components to form a structure, or part of a structure, for work mentioned in paragraph (A); or

    (D) The disassembly of prefabricated components for work mentioned in paragraph (A) that, immediately before the disassembly, formed a structure or part or a structure; or

    (E) Prescribed Activities that is Asbestos Removal Work or Demolition Work.
    Construction Work Does Not Include -

      • maintenance work - which is work to prevent a structure reaching a point where ‘repair’ is required, e.g. change out of a conveyor bearing BEFORE it fails (if the bearing has failed then this would be repair work which is construction work); or
      • Construction of a structure to be transported to another place, e.g. a manufactured home or prefabricated building.

    THE DEFINITION OF A "STRUCTURE" IS -

    (A) A building, a steel or reinforced concrete construction, wall, mast, tower, pylon, structural cable or telecommunications structure; or

    (B) An underground works (including shafts and tunnels), pipe, pipeline, sea defence works, river works, earthworks or earth retaining construction or other construction designed to preserve or alter a natural feature; or

    (C) A road or highway, footpath or driveway, railway line or siding, tramway line, airfield, dock or harbour, water storage or supply system (including a constructed lagoon), sewerage or drainage system, electricity or gas generation facility, transmission or distribution facility, gasholder, park or recreation ground (including, for example, a golf course, playing field, racecourse or swimming pool); or

    (D) Production, storage or distribution facilities for heavy industries; or

    (E) Fixed plant; or

    (F) A ship or submarine; or

    (G) Formwork, falsework, scaffold or other construction designed or used to provide support, access or containment during construction work.
